Picture of Hans Neumeier

I received this email from otohafanderclub@gmail.com :

My grandparents were friends with / knew this guy while the Germans were in Kharkov. I've been trying to figure out his identity and I have a belief that it is Hans Neumeier in April 1942, just before the Second Battle of Kharkov. I dunno anything about panzer uniforms, but I saw online that Neumeier got the Ritterkreuz in the 16. Panzer-Division who were stationed in kharkov at the time, any chance you can shed some light into this?
